Uttarakhand Panchayat By-Election
In an official notification issued today, the Uttarakhand State Election Commission announced the schedule for the upcoming by-elections to various vacant posts in Gram Panchayats, Kshetra Panchayats, and Zila Panchayats across the state. The notification, issued by State Election Commissioner Sushil Kumar, outlines the complete timeline for the election process to be held later this month.
According to the notification, by-elections will be conducted to fill vacant positions of Gram Panchayat members, Gram Pradhans, Kshetra Panchayat members, and Zila Panchayat members. However, the elections will not be held in Haridwar district, where these posts have already been filled.
Our correspondent reports that the process of filing nomination papers will take place on November 13 and 14 between 10 a.m. and 3 p.m. The scrutiny of nomination papers will be conducted on November 15, followed by the withdrawal of nominations on November 16 up to 3 p.m. Polling will take place on November 20 from 8 a.m. to 5 p.m., and counting of votes will be held on November 22 starting at 8 a.m.
The notification states that all related activities, including nomination, scrutiny, and withdrawal, will be supervised by the respective District Magistrates and District Election Officers. The polling process will be conducted at designated Panchayat offices and polling centres under the supervision of local election officials.
Our correspondent adds that for Zila Panchayat by-elections, nomination papers will be filed and scrutinised at the District Panchayat headquarters, while for Kshetra Panchayats, these processes will take place at the Block headquarters. The final results of all by-elections will be declared at the respective district headquarters once the counting is complete.
The State Election Commission has clarified that the by-elections will be conducted under the provisions of the Uttarakhand Panchayati Raj Act, 2016 (as amended) and the Panchayati Raj (Election of Members, Pradhan, and Up-Pradhan) Rules, 1994.
Our correspondent reports that the Commission has instructed all district-level officers to ensure adherence to the election code of conduct and complete transparency in the electoral process. The Commission has also directed that all related documents, voter lists, and materials be made available at the designated offices before the nomination dates.
