NEW DELHI/DEHRADUN: The Bharatiya Janata Party (BJP) has begun laying the groundwork for the 2027 State Assembly elections, with the party’s central leadership outlining a comprehensive strategy aimed at securing a third consecutive term in the state.
Our Correspondent reports, at a high-level meeting chaired by BJP National President Nitin Navin in New Delhi on Wednesday, the party focused on strengthening the party’s organisation, improving coordination between the government and the organisation, expanding grassroots outreach, and launching initiatives to attract young voters, particularly Generation Z (Gen Z).
The leadership also identified 23 Assembly constituencies that the BJP lost in the previous election and assigned senior leaders the responsibility of working towards winning those seats.

Senior leaders discussed organisational strengthening, the government’s outreach strategy and measures to ensure greater coordination between party workers and the state government.
One of the major discussion of the meeting was the BJP’s renewed focus on young voters. The central leadership directed the state unit to launch dedicated programmes targeting Gen Z and assigned senior party leaders the responsibility of implementing initiatives aimed at increasing youth participation in the party’s activities. The decision assumes significance in the backdrop of recent youth-led protests over the NEET paper leak issue, which, according to the discussion, has raised concerns within the party about maintaining its connect with younger voters.
The meeting also placed considerable emphasis on constituencies where the BJP was defeated in the last Assembly elections. Senior leaders, including ministers, Members of Parliament and organisational office-bearers, have been assigned responsibility for individual constituencies to strengthen the party’s position ahead of the next polls.
As part of these assignments, Chief Minister Pushkar Singh Dhami has been entrusted with the responsibility of working in Khatima, while Garhwal MP Anil Baluni has been given responsibility for Badrinath in addition to his own Piran Kaliyar constituency. Similar responsibilities have been assigned to other senior leaders for each of the remaining constituencies where the party had suffered defeat.
The BJP leadership also decided to reconnect experienced party workers with organisational activities. Alongside this, Assembly constituency-wise programmes will be organised to expand the party’s reach among young people and strengthen booth-level engagement across the state.
Sources indicated that the meeting was the first major interaction between the central leadership and Uttarakhand’s core group after the party intensified preparations for the upcoming Assembly elections. Discussions covered electoral readiness, organisational responsibilities and the role of the government in taking welfare initiatives and development achievements to the public.
The central leadership instructed the state unit to work with unity and better coordination at every organisational level. Leaders were directed to maintain close contact with workers on the ground and ensure that organisational activities remain focused on public engagement rather than internal differences.
The meeting, held at the BJP’s old headquarters at 11 Ashoka Road on Wednesday evening, was attended by National President Nitin Naveen, National General Secretary (Organisation) B.L. Santosh, Chief Minister Pushkar Singh Dhami, Uttarakhand BJP president Mahendra Bhatt and other senior leaders from the state.
During the discussions, emphasis was placed on strengthening organisational activities and effectively communicating the achievements and welfare schemes of both the Central and Uttarakhand governments to the people. The leadership also stressed that the government and the party organisation should function in close coordination to ensure better implementation of political and organisational programmes.
According to sources, the central leadership made it clear that factionalism or internal differences should not be allowed to surface at any level within the party. Responsibility for maintaining unity has been placed jointly on both the government and the organisational leadership.
The meeting also acknowledged that parties in government often face anti-incumbency sentiments. To counter this, leaders were advised to remain vigilant, address public grievances promptly and maintain regular contact with citizens. Greater emphasis was placed on public outreach so that dissatisfaction among people can be addressed before it grows into a larger political challenge.
With the Assembly elections now less than six months away, the leadership directed the state unit to prepare action plans for every booth. Senior leaders were instructed to increase their visits across the state and organise programmes such as beneficiary conferences to strengthen the party’s presence at the grassroots level.
The central leadership also reviewed the progress made on the directions issued during the National President’s earlier visit to Uttarakhand. Party functionaries were asked to provide updates on the implementation of those decisions and ensure that pending organisational tasks are completed within the stipulated timeframe.
The meeting concluded with a set of key organisational directives. These include working with unity and coordination, prioritising grassroots engagement, effectively communicating government achievements to the public, ensuring close coordination between the government and the party organisation, preparing booth-level election strategies and preventing factionalism within the party.
Party leaders believe that a stronger organisational structure, focused outreach among young voters, and concentrated efforts in constituencies lost during the previous election will form the core of the BJP’s campaign as it seeks a third consecutive victory in the 2027 Uttarakhand Assembly elections.
