DLC Campaign 4.0 Camps Across Garhwal Today

DEHRADUN: The Digital Life Certificate Campaign 4.0, a nationwide initiative aimed at strengthening the government’s mission of digital empowerment of pensioners, will see a major outreach effort across the Garhwal division from today. Camps are being held at six locations in Dehradun and Chamba (Tehri Garhwal) as part of the month-long programme which will run till November 30.

The Digital Life Certificate Campaign is being conducted by the Department of Pension & Pensioners’ Welfare (DoPPW) under the Ministry of Personnel, Public Grievances & Pensions, and is a crucial component of the Digital India and Ease of Living framework. The initiative aims to reach two crore pensioners in more than 2,000 cities and towns through a saturation-based model.

Camps in Dehradun Begins

As part of the Digital Life Certificate Campaign activities which began today (November 20), the following camps are being held in the city:

  1. State Bank of India, IMA Branch
    11:30 AM – 12:30 PM
  2. Union Bank of India, Rajpur Road Main Branch
    12:30 PM – 1:30 PM
  3. India Post Payments Bank, Head Post Office, Dehradun
    3:00 PM – 4:00 PM

Officials said the camps are designed to assist pensioners with on-site help, particularly in using Aadhaar-based Face Authentication, which allows submission of the Digital Life Certificate without any biometric hardware.

Camps in Chamba (Tehri Garhwal)

Similarly, multiple institutions have started running Digital Life Certificate Campaign camps in Chamba today:

  1. State Bank of India, Chamba Branch
    11:00 AM – 12:00 PM
  2. Union Bank of India, Main Market Branch
    12:00 PM – 1:00 PM
  3. India Post Payments Bank, Chamba Post Office
    2:00 PM – 3:00 PM

Special attention is being given to super senior citizens and differently-abled pensioners, who are being served through IPPB’s doorstep Digital Life Certificate facility.

Senior Officer to Review Arrangements in Dehradun

To oversee the execution of the Digital Life Certificate Campaign, Ms Divya A.B., Director, will personally visit the DLC camps in Dehradun today. She will interact with pensioners availing the Face Authentication service and review coordination between:

  • Banks
  • India Post Payments Bank
  • UIDAI
  • NIC
  • Local Pensioners’ Welfare Associations

The Digital Life Certificate Campaign’s integration with technology has been widely acknowledged. In an earlier national addresses, Mann Ki Baat (November 24, 2024) and Constitution Day (November 26, 2024), Prime Minister Narendra Modi had highlighted how initiatives like the DLC have transformed access to pensions, reducing dependency on physical verification.

Technology at the Centre of the Campaign

The Digital Life Certificate Campaign 4.0 places strong emphasis on:

  • Aadhaar-based Face Authentication, eliminating the need for biometric devices
  • Doorstep DLC services through India Post Payments Bank
  • Real-time monitoring via the NIC DLC Portal
  • Multi-agency collaboration, including Railways, UIDAI, MeitY, CGDA, banks and associations

Officials noted that the campaign’s objective is not only to simplify pension processes but also to advance the government’s long-term vision of digital inclusion.

Commitment to Pensioners

The Department of Pension & Pensioners’ Welfare reiterated its commitment to enhancing the Ease of Living for India’s pensioners, stating that the Digital Life Certificate Campaign represents a sustained movement towards technology-driven reform.
