Nainital Cantt CEO Wins SKOCH Award for Literacy Drive

In a proud moment for Uttarakhand, Nainital Cantonment Chief Executive Officer Varun Kumar has been conferred with the prestigious SKOCH Award in municipal governance for his pioneering civic initiative “Daastan-e-Samvidhan.” The award, presented on Sunday, recognises Nainital as the first constitution-literate cantonment in India, setting a benchmark for grassroots governance.

Our correspondent reports that the Daastan-e-Samvidhan programme was conceived with the objective of spreading awareness about constitutional rights and duties among citizens living in the cantonment area. The initiative reached every household, ensuring that residents not only understood their entitlements under the Constitution but also their responsibilities towards society. Through interactive workshops, public meetings, and educational campaigns, the programme connected people of all ages with India’s democratic ethos.

Special attention was paid to students and the youth. Schools within the cantonment were roped in to organise discussions and creative activities on constitutional values. By engaging children early, the campaign sought to instil a lifelong respect for democracy, equality, and justice. Women and senior citizens were also encouraged to actively participate in dialogue sessions, creating a truly inclusive movement.

In smaller municipal bodies, awareness-based campaigns are rare due to resource constraints. Residents have responded warmly to the campaign, with many acknowledging that it has created a sense of shared responsibility. “We often speak about our rights, but the campaign reminded us about our duties as well. This balance is essential for society to function,” remarked a local resident during the award announcement.
