Uttarakhand Virtual Property Registration
In a significant step towards transparent and paperless governance, the government is set to introduce Virtual Property Registration for the sale and purchase of assets, including land. Chief Secretary Anand Bardhan chaired a review meeting on Tuesday to assess the progress of the project and directed officials to ensure its timely implementation.
Our correspondent reports that during the meeting, the Chief Secretary said that the virtual registration system would bring greater transparency, save time, and reduce disputes related to property transactions. He added that all stakeholders, including departments, agencies, and local bodies, must work in close coordination to complete the system within the prescribed timeline.
The Chief Secretary instructed officials to integrate provisions into the online portal that would allow automatic and paperless sharing of all relevant documents among departments and agencies. He emphasised that this digital system would ensure faster processing and seamless exchange of data, eliminating the need for manual verification.
Our correspondent adds that Mr Bardhan noted that the project would help maintain a unified and accurate record of land ownership across departments, ensuring consistency and minimising the chances of discrepancies or fraud. He said that once the virtual registration platform becomes operational, it will help resolve long-standing issues concerning ownership and transaction disputes.
Officials informed the Chief Secretary that the application for the virtual registration system has already been developed. Based on the feedback received in the meeting, minor modifications will be incorporated before beginning the tendering process for the necessary infrastructure.
Our correspondent reports that the upcoming system will provide three modes of property registration:
Physical Registration: Applicants will appear at the registrar’s office with physical documents.
Paperless Registration: Applicants will visit the registrar’s office but without physical documents, using digital verification instead.
Virtual Registration: Applicants will complete the process entirely online, without any intermediary or in-person presence.
The Chief Secretary directed that the system be prepared for statewide rollout by April 1, 2026. He said that the project will mark a major leap in digital governance, enhancing efficiency and transparency in the property registration process.
Our correspondent adds that the Chief Secretary reiterated that the government’s objective is to provide citizens with a fast, transparent, and dispute-free registration mechanism while promoting a fully digital administrative ecosystem.
The meeting was attended by Secretary Dilip Jawalkar, Additional Secretaries Sonika and Alok Kumar Pandey, Assistant Inspector General of Registration Atul Sharma, Deputy Secretary Sunil Singh, and other senior officials.
