Uttarakhand is steadily emerging as one of India’s most film-friendly states, attracting Bollywood blockbusters, regional cinema, OTT productions, and documentaries with its combination of stunning landscapes, well-structured policies, and generous incentives. The state’s commitment to supporting filmmakers has positioned it as a sought-after destination for productions of all scales.

A Film Policy Designed for Growth

The Uttarakhand Film Policy offers a mix of financial benefits, infrastructure support, and simplified procedures:

  • Subsidies:

    • Hindi films with at least 75% of scenes shot in Uttarakhand can receive up to ₹3 crore or 30% of production costs.

    • Regional-language films (Garhwali, Kumaoni, Jaunsari, etc.) can receive up to ₹2 crore.

    • Web series, short films, and OTT content are also eligible for support.

  • Accommodation Discounts: 50% concession at government guest houses managed by GMVN and KMVN.

  • Single-Window Clearance: Filmmakers can obtain all required permissions through one centralised process, reducing delays.

  • Upcoming Infrastructure: A Film City is planned in Patwadangar, Nainital, to offer studios, pre- and post-production facilities, and space for training local crews.

Locations That Bring Stories to Life

Uttarakhand’s natural and architectural diversity allows it to double as almost any cinematic setting. Popular spots include:

  • Dehradun’s Forest Research Institute – grand colonial architecture for academic or heritage backdrops.

  • Himalayan Valleys and Hill Towns – Harsil, Auli, Chopta, Bhimtal, and Mukteshwar for snow-capped peaks, alpine meadows, and pine forests.

  • Pilgrimage & Cultural Sites – Rishikesh’s Ganga ghats, Haridwar’s evening aarti, and temples like Kedarnath for spiritual sequences.

  • Wildlife and Nature – Jim Corbett National Park and Nanda Devi Biosphere Reserve for wildlife documentaries or adventure stories.

From Bollywood Hits to Regional Gems

The state has hosted several memorable productions:

  • Major Bollywood Films: Kedarnath, Batti Gul Meter Chalu, Dum Laga Ke Haisha, Lakshya, Student of the Year, Rehna Hai Tere Dil Mein, Badrinath Ki Dulhania, Koi… Mil Gaya, Paan Singh Tomar, Mere Brother Ki Dulhan.

  • Current Projects: Sunny Deol’s Border 2 is being filmed in Dehradun, following shoots for Ginny Weds Sunny 2 and Punjabi feature Uttar Da Puttar.

  • Regional Productions: Garhwali and Kumaoni films such as Marcha, Teri Maya, and Namak have benefited from state subsidies.

How to Get Permission to Shoot in Uttarakhand

The Uttarakhand Film Development Council (UFDC) handles all film shooting applications.

  1. Application Preparation: Include production details, shooting schedules, cast and crew lists, and a breakdown of filming locations.

  2. Submission: Send the application to UFDC through their official online portal or office.

  3. Clearance Process:

    • For most projects, approvals are granted within 21 days.

    • Projects involving foreign crew or sensitive locations may require extra time.

  4. On-Site Support: Police deployment for crowd and traffic management is coordinated at no additional cost.
