CM Dhami Pays Tribute to Martyrs on 31st Anniversary of Mussoorie Firing

Chief Minister Pushkar Singh Dhami on Tuesday paid homage to the martyrs of the Mussoorie firing incident on its 31st anniversary. At a solemn remembrance event held at the Shaheed Smarak in Mussoorie, Dhami offered floral tributes to the statehood activists who were killed during the police firing on September 2, 1994, and honored their families.

The Chief Minister remembered Balbir Singh Negi, Belmati Chauhan, Hansa Dhanai, Dhanpat Singh, Rai Singh Bangari, and Madan Mohan Mamgai, who laid down their lives while peacefully protesting for the creation of Uttarakhand. He noted that their sacrifice remains etched as a dark chapter in the state’s history, symbolizing the oppressive approach of ruling powers of that time.

Government Commitment to Statehood Activists

CM Pushkar Singh DhamiDhami said the state government is fully committed to building the Uttarakhand envisioned by the statehood activists. He underlined several welfare measures introduced for their families, including:

  • 10% horizontal reservation in government jobs for activists and their dependents.

  • Monthly pensions of ₹3,000 for families of martyrs, ₹6,000 for injured and jailed activists, and ₹4,500 for active activists.

  • Extension of reservation benefits to widows, abandoned, and divorced daughters of identified activists.

  • Appointment of 93 activists in government service.

  • Free education for children of activists and free travel in government buses for activists.

He also reminded that the 30% reservation for women in state government jobs reflects the vital role played by women during the Uttarakhand movement.

Policy Decisions for a Stronger Uttarakhand

The Chief Minister highlighted several landmark initiatives taken by his government:

  • Implementation of the Uniform Civil Code (UCC), making Uttarakhand the first state in India to do so.

  • Introduction of the toughest anti-cheating law in the country, which has helped more than 25,000 youth secure government jobs by curbing exam malpractice.

  • Enactment of strict anti-conversion and anti-riot laws, along with freeing over 9,000 acres of encroached land.

  • Closure of over 250 illegal madrasas and abolition of the Madrasa Board with effect from July 1, 2026.

  • Launch of “Operation Kalnemi” to take action against those maligning Sanatan culture.

Dhami stressed that these measures are part of the broader effort to protect Uttarakhand’s culture, demography, and identity, in line with the dreams of the statehood martyrs.

Local Commitments and Assurances

The Chief Minister also assured action on local demands, including early construction of the Garhwal Sabha Bhawan, resolution of the Siphon Court issue, and establishment of a vendor zone in Mussoorie. He further announced that the government would celebrate the birth centenary of Indramani Badoni, the iconic face of the Uttarakhand movement, in a grand manner.

Cabinet Minister Ganesh Joshi, who thanked the Chief Minister for declaring Mussoorie a tehsil, also placed several local demands before him. The event was attended by Palika Chairperson Meera Saklani, former MLA Jot Singh Gunsola, former Palika Chairperson Manmohan Mall, statehood activists, and a large gathering of local residents.
