321 Panchayat Seats To Go To By-Polls, 2,266 Candidates In Fray

By-elections for 321 vacant panchayat seats in the state have been formally announced, with 2,266 candidates contesting across various tiers of the rural governance structure. The vacancies arose due to resignations, disqualifications and other administrative reasons, affecting village, block and district-level bodies across the state.

Our correspondent reports that the State Election Commission has confirmed that out of the 321 posts, 221 candidates have already been elected unopposed, leaving 100 seats that will go for actual polling. The large number of unopposed winners has drawn attention at the district level, with officials noting that it may indicate strong local consensus or limited electoral competition in specific regions.

Election officials said that nomination filing began yesterday and will continue until November 24. Withdrawal of nominations will be permitted until November 27. Voting is scheduled for December 8, and the results will be declared on December 10. The commission has directed district administrations to ensure full compliance with the model code of conduct.

The Election Commission has stated that the by-polls are essential to maintain continuity in grassroots governance, ensuring that all three tiers of the Panchayati Raj system remain fully functional. Officials emphasised that the election machinery is prepared for the logistical challenges, particularly in remote hill districts where accessibility issues are common.

Our correspondent adds that among the 2,266 candidates, the highest participation is at the gram panchayat member level, where competition tends to be intense. Officials have planned the deployment of mobile polling teams, additional security staff, and transportation facilities for voters living in remote settlements. Polling materials will also be provided in multiple local languages for tribal and migratory groups.

Election observers note that weather conditions in higher altitudes may pose challenges, especially during early winter. However, district administrations have assured that contingency plans are in place. “These by-elections will help fill leadership gaps and revive halted development work,” said Sushila Devi, a gram pradhan from Pithoragarh district.

Local governance bodies have welcomed the by-poll schedule, saying it will restore administrative balance in regions where panchayat seats have remained vacant for several months. Political experts believe that the outcome of these elections may also reflect shifting grassroots preferences after recent statewide political developments.

The by-elections are expected to reinforce rural democratic participation as Uttarakhand completes 25 years of its Panchayati Raj journey. Authorities said the election process will be monitored closely to ensure transparency and smooth polling across all districts.
