A special session of the Uttarakhand Legislative Assembly will begin at 11 a.m. today in Dehradun to commemorate the 25th anniversary of the state’s formation. The session, part of the ongoing silver-jubilee celebrations, will feature an address by President Droupadi Murmu and deliberations on the state’s roadmap for the next 25 years.
Our correspondent reports that as per the official agenda issued by the Assembly Secretariat, proceedings will open with the national anthem, followed by welcome addresses from the Speaker, Leader of the Opposition, Chief Minister Pushkar Singh Dhami, and Governor Lt. Gen. Gurmit Singh (Retd.). Each speaker has been allotted five minutes to deliver their remarks before the President’s arrival.
The President will then deliver her special address to the House, marking the central event of the session. Her speech is expected to highlight Uttarakhand’s achievements over the past quarter-century in areas such as governance, infrastructure, environmental conservation, and social welfare, while outlining the need for inclusive and sustainable growth in the years ahead.

Following the President’s address, the Assembly will take up a special discussion titled “Uttarakhand @ 25 — Vision for the Future,” focusing on the progress made and challenges that lie ahead.
Chief Minister Pushkar Singh Dhami is scheduled to present a comprehensive roadmap outlining developmental priorities for the next 25 years. His speech is expected to emphasise rural empowerment, youth employment, digital governance, and the government’s plans for boosting adventure and winter tourism in the hill districts. The Chief Minister will also reiterate the state’s commitment to Prime Minister Narendra Modi’s Vibrant Village Programme, aimed at strengthening infrastructure and self-reliance in border regions.
The official agenda, signed by Assembly Deputy Secretary Hem Chandra Prasad on November 2, includes nine items. Apart from ceremonial addresses, the day’s business features a special discussion on the state’s Vision Document 2047, which aims to align Uttarakhand’s growth strategy with national development goals during the “Amrit Kaal” period.
Security in and around the Assembly complex has been intensified for the President’s visit. The Dehradun Police, in coordination with the Special Protection Group (SPG) and district administration, have deployed multiple security layers around the Vidhan Sabha premises. Traffic restrictions have been enforced along Raipur Road, Haridwar Bypass, and nearby areas to ensure smooth vehicular movement for official convoys.
Our correspondent reports that the Assembly premises have been decked with flowers, traditional motifs, and LED installations showcasing Uttarakhand’s 25-year journey — from the early struggles of statehood to milestones in hydropower, education, and healthcare. A digital exhibition curated by the Department of Information and Public Relations highlights key achievements and future goals.
Officials said that the discussion on “Uttarakhand @ 25” will involve legislators from both the ruling and opposition benches, giving them an opportunity to share insights on migration, employment, and ecological challenges in the hill regions. The Speaker has urged all members to maintain decorum and participate constructively in the debate.
Political observers view the session as a defining moment for Chief Minister Dhami’s administration, providing an opportunity to reinforce its developmental agenda and articulate a forward-looking vision. Opposition parties, while welcoming the celebratory tone, have urged the government to address pressing issues such as urban congestion, environmental degradation, and declining agricultural productivity in the plains.
