President Droupadi Murmu Addresses Uttarakhand Assembly Session

In a landmark address marking 25 years of Uttarakhand’s formation, President Droupadi Murmu today graced the special session of the Uttarakhand Legislative Assembly in Dehradun, calling it a moment of pride and reflection for the people of the hill state.

Speaking at the Assembly, the President congratulated the members of the Uttarakhand Legislative Assembly, past and present, as well as the residents of the state, on the occasion of the Silver Jubilee of statehood. She said that visiting the “temple of democracy” on this historic day filled her with great joy.

Our correspondent reports that the President began by recalling the vision of former Prime Minister Atal Bihari Vajpayee, under whose leadership the state of Uttarakhand was created in November 2000. She said the state’s establishment was a step towards ensuring better governance and balanced regional development, in line with the aspirations of its people.

President Murmu lauded Uttarakhand’s remarkable achievements over the past 25 years in the fields of environment, energy, tourism, health services, and education. She noted that both digital and physical connectivity had improved significantly, and the state had made commendable progress in infrastructure development.

Highlighting human development, the President said there had been a visible improvement in several indices — including literacy, women’s education, and maternal and child health indicators. She expressed happiness that healthcare services were being made increasingly accessible to people even in remote hill regions.

Emphasising women empowerment, the President praised Uttarakhand’s ongoing efforts to advance gender equality. She said the state’s women had set inspirational examples through figures such as Bachendri Pal, Gaura Devi, Radha Bhatt, Sushila Baluni, and Vandana Katariya, who embodied courage and leadership in different fields.

The President also congratulated Ritu Khanduri Bhushan, the first woman Speaker of the Uttarakhand Assembly, describing her appointment as a proud moment in the state’s democratic journey. She said she hoped that with the cooperation of all stakeholders, the representation of women in the Assembly would continue to increase.

Our correspondent adds that President Murmu highlighted Uttarakhand’s glorious traditions of spirituality and valour, calling it the “land of sages and soldiers.” She noted that the Kumaon and Garhwal Regiments were living symbols of the state’s heritage of bravery. “The youth of Uttarakhand display exceptional enthusiasm to serve the nation through the Indian Armed Forces,” she remarked, adding that this spirit of sacrifice and service was a source of pride for the entire country.

The President also commended the Uttarakhand Assembly for its progressive legislative record, pointing out that it had passed over 550 bills, including key legislation such as the Lokayukta Bill, the Zamindari Abolition and Land Reforms Bill, and the Anti-Cheating Bill. She particularly praised the Assembly’s role in introducing the Uniform Civil Code Bill, in accordance with the directive principles of the Constitution.

Underscoring the importance of legislative accountability, President Murmu reminded members that Assemblies are a cornerstone of India’s parliamentary democracy. Quoting Dr B.R. Ambedkar, she said that continuous accountability to the people is both the strength and challenge of the parliamentary system.

The President urged legislators to work with dedication towards development and public welfare, rising above party politics. She said they must remain sensitive to the needs of the underprivileged sections and ensure that youth empowerment and employment generation remain top priorities.

President Murmu appreciated the introduction of the National e-Vidhan Application (NeVA) in the Uttarakhand Assembly, noting that two sessions had already been conducted through the digital platform. She said the initiative would enable legislators to learn from best parliamentary practices across the country.

The President also stressed that Uttarakhand’s future progress must be guided by a balance between development and environmental conservation. She observed that the state’s breathtaking natural resources are a divine gift, and protecting them while pursuing growth would be vital for future generations.

As she concluded her address, President Murmu said the development journey of the past 25 years had been made possible due to the dedication of the state’s legislators and citizens alike. She urged the Assembly to continue voicing people’s aspirations and working for the collective welfare of the nation.

“The spirit of Rashtra Sarvopari — Nation Above All — should guide every effort,” she said. “I extend my best wishes to all residents of Uttarakhand for a bright and prosperous future.”

The President’s speech received a standing ovation from the members of the House, marking a moment of deep pride and reflection in the state’s silver-jubilee year.
