Chief Minister Pushkar Singh Dhami has ordered a magisterial inquiry into the violence that marred the August 14 zila panchayat elections in Betalghat, Nainital district, after the Uttarakhand High Court delivered sharp criticism of the administration and police. The state government has also directed that the probe be conducted by the Crime Branch–CID (CB–CID) to ensure impartiality.
Violence During Polls
The election, meant to decide the district panchayat chairperson, turned violent in Betalghat when clashes broke out, shots were reportedly fired, and allegations of abduction of members surfaced. The incidents cast a shadow on the democratic process and triggered widespread political tension between the ruling BJP and the opposition Congress.
High Court’s Rebuke
The Uttarakhand High Court had earlier pulled up the state police for what it termed a “serious lapse” in preventing violence during the polls. The court also questioned the safety of missing members and asked why preventive measures had not been taken despite intelligence inputs of possible disturbances.

Dhami stressed that “law and order cannot be compromised at any cost”, and those found guilty will face strict punishment.
Political Fallout
The violence has deepened the political divide, with Congress accusing the ruling party of misusing state machinery to influence the election, while the BJP countered that the opposition had resorted to unlawful tactics. The election itself eventually concluded, with BJP’s candidate Deepa Darmawal securing the district panchayat president post.

The magisterial inquiry report is expected to be submitted within weeks, while the CB–CID investigation will continue under judicial oversight.
