Indian-Origin US Defence Expert Arrested Over Secret Documents

In a major security development, Indian-origin US defence strategist Ashley J. Tellis has been arrested by US federal authorities on charges of unlawfully retaining classified national defence documents. The 64-year-old academic and former adviser to top US administrations now faces serious legal consequences.

According to court documents, Tellis was apprehended over the weekend following an investigation by the Federal Bureau of Investigation (FBI). Authorities allege he held more than a thousand pages of sensitive government material—some marked top secret—at his residence in Vienna, Virginia.

The complaint states that during September and October, Tellis was observed entering defence and state department offices where he accessed, printed, and removed classified documents, including data related to military aircraft capabilities. He reportedly carried the documents in a briefcase as he left the premises.

Investigators also point to Tellis’s repeated meetings with Chinese officials over past years, including a September 15 dinner in Fairfax, Virginia, where he was seen carrying a manila envelope that later disappeared after the meeting. While there is no direct evidence yet publicly disclosed that he passed classified data to foreign agents, his pattern of interactions with Chinese figures has intensified scrutiny.

Tellis has held a Top Secret security clearance due to his prior roles in US defence and diplomatic institutions. His past assignments include posts on the National Security Council under President George W. Bush, advisory positions with the US State Department, and contracting work with the Pentagon’s Office of Net Assessment. He is also a senior fellow and Tata Chair for Strategic Affairs at the Carnegie Endowment for International Peace.

If convicted under federal law, Tellis could face up to ten years in prison, fines up to $250,000, and forfeiture of the retained materials. The Justice Department emphasised the gravity of the allegations, calling the case a significant breach of national security norms.

The State Department confirmed Tellis’s arrest but declined further comment. The Pentagon has remained silent, citing ongoing proceedings. Tellis’s legal representation or responses have not yet been publicly disclosed.

Observers see the case as highly sensitive, given Tellis’s prominence in US–India strategic discourse and his access to classified systems. It raises concerns about vulnerabilities in the handling of defence information and the security vetting of individuals with insider access.

As the judicial process unfolds, key developments to watch include the bond hearing, evidence disclosures, and any moves by the prosecution to escalate the case to espionage or national security violation categories.
