Dhami Presents ₹5,315 Crore Supplementary Budget, Prioritises Relief, Roads, and Kumbh Preparations

Chief Minister Pushkar Singh Dhami on Tuesday presented a ₹5,315 crore supplementary budget in the state assembly, placing a significant emphasis on disaster relief, infrastructure development, and welfare schemes. The allocations are crafted to support the state’s push for sustainable development, ecological balance, and inclusive growth.

Breakdown of the Outlay

  • Revenue Expenditure: ₹2,152 crore

  • Capital Expenditure (Infrastructure & Projects): ₹3,163 crore

Key Funding Highlights

  • Disaster Management: ₹264 crore earmarked for relief in landslide-prone zones like Jyotirmath, earthquake preparedness, spring mapping, and rebuilding properties damaged by disasters.

  • Rispana–Bindal Elevated Road (Dehradun): ₹925 crore for land acquisition and utility shifting.

  • Pantnagar Airport Expansion: ₹188 crore.

  • PWD Works: ₹90 crore allocated for ongoing projects.

  • Urban Renewal & Tourism: ₹48 crore for AMRUT-driven missions, ₹50 crore to bolster Rishikesh as a “Yoga City.”

  • Religious and Festival Infrastructure: ₹15 crore for the Manaskhand Mala Mission, ₹40 crore for Nanda Devi Raj Jat Yatra projects, and ₹200 crore in preparation for the 2027 Kumbh Mela.

Other provisions include subsidies for electricity tariffs, housing for police personnel, welfare support for journalists, and rest houses for caregivers and staff—underscoring Dhami’s commitment to covering vulnerable communities as well as administrative workers.

Dhami’s Vision
CM Dhami described the supplementary budget as more than just numbers, but “a commitment to sustainable development, innovation, and economic resilience.” He stressed that the allocations aim to balance ecological preservation with economic growth, while prioritising farmers, women, youth, and frontline workers.

The Bigger Picture
These enhanced allocations are aimed at reinforcing infrastructure resilience after recent natural calamities, expanding social welfare, enhancing tourism circuits, and preparing the state for upcoming religious events, particularly the 2027 Kumbh Mela in Haridwar.
